Emma MacLennan is Deputy Head of Secretariat for the Eastern Partnership Road Safety Observatory funded by the European Union, a joint initiative of the five Eastern Partnership countries – Armenia, Azerbaijan, Georgia, Moldova, Ukraine – with the common goal of reducing road casualties by 50% by 2030. A key focus of the Observatory is improving data quality and promoting data-driven policy measures to assist governments in planning transport networks and ensuring sustainable mobility for all road users. Emma is also the founder and Director General of EASST, the Eastern Alliance for Safe & Sustainable Transport, working in fifteen countries in Eastern Europe, the South Caucasus and Central Asia. She led the thematic analysis and authored case studies on effective post-crash response for the 2022 ITF Research Report on ‘The Safe System Approach in Action,’ and has contributed to country capacity reviews on post-crash response and resilience.
