Pablo Camacho Salazar

Pablo Camacho Salazar – Vice Minister of
Infrastructure, Ministry of Public Works and Transport
(MOPT), Costa Rica Pablo Camacho Salazar is the Vice Minister of Infrastructure at Costa Rica’s Ministry of Public Works and Transport (MOPT) since February 2025. He has over 15 years of experience in the road infrastructure sector, specializing in project planning, execution, and supervision.

Before his appointment, Mr. Camacho held key leadership roles at the National Road Council (CONAVI), including Construction
Manager of Roads and Bridges and Executive Manager for the San José–San Ramón corridor. He led major initiatives such as the Emergency Program for the Integral and Resilient Reconstruction of Infrastructure (PROERI) and introduced Fast Track methodologies to accelerate project delivery.

As Vice Minister, he is responsible for promoting modernization in transport infrastructure, enhancing road maintenance systems, strengthening emergency response capabilities, and improving financial and procurement processes within the ministry.Mr. Camacho holds a Bachelor’s degree in Construction Engineering and two Master’s degrees in Road Engineering and Project Management from the Costa Rica

Institute of Technology (TEC). He is also a certified PRINCE2® Practitioner and holds a specialization in Administrative Procurement. He is fluent in Spanish and English, with expertise in public project management, infrastructure quality control, and technological tools for data-driven decision making.
