Mr. Roesner, a national of Germany, has a Master’s degree in Transportation Engineering from the Technical University Berlin, Germany.

Mr. Roesner has 29 years of professional experience, including more than 16 years in ADB. Prior to ADB, he was a Project Manager in DB International and in DE-Consult. 

He joined ADB in April 2008 as Transport Specialist in South Asia Department’s Transport and Communications Division, where he was involved in processing and implementing railway and road projects in Bangladesh, India and Sri Lanka. In March 2018, he transferred to the Southeast Asia Department’s Transport and Communications Division, where he led two flagship railway projects in the Philippines, the Malolos–Clark Railway Project and South Commuter Railway Project, both financing sections of the North–South Commuter Railway System. 

In June 2023, he was appointed as Director for Railway and Logistics in ADB’s Transport Sector Office, where he is responsible for projects in the railway and metro sector, ports, maritime shipping and inland waterway transport, and aviation projects across all regions in ADB.
