Chengguang Xu was born in Shandong Province in 1967. In 2022, he was appointed Vice Minister of Transport of China.

From 2021 to 2022, he served as Chief Planning Officer at the Ministry of Transport. From 2017 to 2021, he was Chief Planning Officer at the Ministry of Transport. From 2016 to 2017, he was Director-General of the Policy Research Office at the Ministry of Transport. From 2012 to 2016, he was Deputy Director-General of both the Highway Monitoring & Response Centre and the Policy Research Office of the Ministry of Transport.

Chengguang Xu holds a Master’s degree in law.
