Midterm Review of CAREC Transport Strategy 2030

The Central Asia Regional Economic Cooperation (CAREC) Program is a partnership of 11 countries and development partners working together to promote development through cooperation, leading to accelerated economic growth and poverty reduction in the region. CAREC countries are located at the heart of the rapidly growing and integrating Eurasian continent and are working together to improve the region’s multimodal transport connectivity and reduce the cost of trade across borders and regions. The CAREC Transport Strategy 2030 (CTS) underscores increasing sustainability and quality of transport networks, which alongside with continued construction and rehabilitation of transport corridors, places emphasis on railway sector development, multimodal interoperability, road asset management, and road safety. The rapidly evolving global and regional landscape—shaped by geopolitical developments, climate change impacts, fast-evolving innovations and technologies—necessitate continuous adaptation to ensure CTS’s continued relevance, effectiveness, and responsiveness to the evolving needs and priorities of its member countries. The Asian Development Bank is conducting a midterm review (MTR) of the CTS through consultations with CAREC governments and private sector representatives. The initial findings and preliminary forward-looking options of an ongoing CTS MTR will be presented to the CAREC Transport Ministers and other participants from the member countries, development partners and other stakeholders.
