Collective action for Clean Transport Finance: How to institutionalize collaboration to scale private sector finance in transport – starting with electric buses

The case for investing in zero-emission transport is clear, and many examples and studies have shown that e-buses have strong economic and climate benefits. The investments required to achieve net-zero objectives are significant and can provide an excellent opportunity for governments and transit agencies to partner with the private sector in new business models for the delivery of mobility services and blend private finance with climate and development financing. Yet, bus electrification projects often do not achieve the scale and risk levels required to mobilize transformational private finance. The collective for clean transport finance (the Collective), launched at COP27, calls to institutionalize and coordinate the a process (5x3 process*) to align the public sector, businesses, and investors around collaborative projects that can mobilize transformative finance at scale.

This side event during ITF summit 2023, led by “the Collective,” will convene e-bus initiative leaders, policymakers, businesses, and investors, to envisage how to create joint road maps that can de-risk markets and allow for innovative finance instruments to syndicate private finance. This is the second milestone of the Collective after Transforming Transportation 2023 and that will lead to demonstrating the relevance of institutionalizing a process at CO28 to governments.
