Terms and Conditions

The International Transport Forum (ITF) is an intergovernmental organisation administratively integrated with the Organisation for Economic Co-operation and Development (OECD). The ITF (“Organiser”) is mandated by its member countries to organise the ITF Annual Summit (“Summit”). The Summit is the world's largest gathering of transport ministers and the premier global transport policy event. The 2026 Summit will be held from 6 to 8 May 2026 in Leipzig, Germany. 
By registering, each attendee at the Summit (“Participant”) agrees to be bound by these Terms and Conditions: 
i.The Participant warrants that all the information submitted for registration to the Summit is accurate and complete. The Organiser reserves the right to deny access to Participants when registration information provided is inaccurate or incomplete. 

Access and payment
 ii. The Participant understands that the Summit is an invitation-only event, and that submission of the online registration form does not constitute an invitation nor a confirmation of acceptance to participate in the Summit. 
iii. The Participant agrees to pay the applicable fees. 

Participation 
iv. Participation in the Summit is by invitation only and limited to approved, registered Participants having paid the applicable participation fees.
v. Registration and payment give access to the Summit venue only, and do not guarantee access to all sessions or areas: 
(a) Parts of the Summit (Gala Dinner, Technical Tours, etc.) may have limited capacity and require separate registration and payment via the official online form. 
(b) Certain sessions are restricted to designated audiences only, i.e. the Closed Ministerial Session. 

Payment 
vi. Payment must be made in full after completing registration and receiving the payment information via email from the Organiser: 
(a) for online payment by credit card (MasterCard/Eurocard, VISA, and Amex) or PayPal, or 
(b) for payment by bank transfer, only upon prior request in writing to [email protected]

Cancellations, refunds, transfers
 vii. Cancellations of registration, technical tour bookings or the Gala Dinner add-on can only be accepted if submitted in writing to [email protected] or by phone call to +49 (0)341 30 88 84 68, with the following conditions: 
(a) Registrations cancelled before 20 April 2026 23:59 GMT+2 will incur a cancellation charge of €50.00. 
(b) For registrations cancelled after 20 April 2026 23:59 GMT+2, only 10% of the total sum will be refunded.
 (c) Technical tour bookings and the Gala Dinner add-on can be cancelled free of charge until 20 April 2026 23:59 GMT+2. After that date no refund is possible. 
(d) Refunds will be confirmed in writing and will be made directly to the original payment source within 10 working days after the confirmation. 
(e) Registration and technical tour bookings are transferable at any time and at no cost, subject to: (1) submitting the request in writing to [email protected] or by phone call to +49 (0)341 30 88 84 68, and (2) receiving express approval by the Organiser. 

Data protection
 viii. The Participant authorises the OECD/ITF to collect, process and transfer their personal data, in accordance with the Data Protection Notice. 

Travel documents and Visas 
ix. The Participant is solely responsible for any visas or other travel documents required by national authorities in order to attend the Summit. The Organiser assumes no responsibility for assisting with or obtaining such documents, nor for any consequences arising from the failure of the Participant to secure the necessary authorisations. 

Conduct 
x. The Participant commits to treat every person at the Summit with courtesy, dignity and respect. The Organiser reserves the right to deny access to Participants, or require any Participant to leave the Summit, if the Participant disrupts the normal course of the Summit, or if the Participant engages in harassment or inappropriate behaviour, or poses any security threat to other Participants of the Summit. 

Intellectual property
xi. The content shared during the Summit (including presentations and materials) may be protected under intellectual property rights. Participants are not allowed to capture such content and/or distribute it without the Organiser’s prior approval in writing.
xii. Participants that have a speaking role, or any other presenting role at the Summit, confirm that the material delivered to or presented during the Summit (including but not limited to presentations, papers, slides, abstracts, recordings) is their original work and does not infringe upon any third-party rights. Participants that have a speaking role, or any other presenting role at the Summit, grant the Organiser a non-exclusive, worldwide, royalty-free license to record, reproduce, edit, adapt, publish, distribute, and make the material available, in whole or in part, in any format (including digital, print, or audiovisual media), for purposes related to the Summit and its promotion. This includes the right to include the material in post-event publications, promotional materials, and online archives, provided appropriate attribution is given to the owner of the material. Participants retain all ownership rights to their materials, while the Organiser retains all ownership rights to the videos and photographs taken during the Summit. 

Liability
xiii. The Participant understands that the OECD/ITF reserves the right to cancel or postpone the Summit, or modify the dates initially planned, and the Participant shall not hold the OECD/ITF responsible in any way. 
xiv. The Participant understands that by registering for, attending, speaking at, or in any other way participating in the Summit, they will not be considered a member of the OECD/ITF staff or claim the benefit of the privileges and immunities of the OECD/ITF or its officials. Participants will not claim any affiliation with the OECD/ITF. 
xv. The Participant agrees not to represent or imply that the OECD/ITF has participated in, approved, endorsed or otherwise supported any presentation, speech, or views.
 xvi. The Participant waives irrevocably all rights to claims: 
(a) For damages or disruptions caused by circumstances outside of the OECD/ITF’s control. This applies, in particular, to cases where the Summit is impeded or hindered by unforeseen political, economic, or climatic events, transport or labour strikes affecting the venue, or, in general (without limitation), by force majeure. 
(b) For the items brought in by the Participant (cloakroom, valuables, etc.). 
(c) Insofar as there is the possibility of Participants using local public transportation at the event location free of charge by presenting their Summit documents, admission tickets or such and/or purchasing such tickets at a discount rate, the OECD/ITF shall not be liable for any damages arising from the use of these means of transportation. 
(d) For unmet expectations regarding the outcomes of the Summit. 
xvii. The OECD/ITF has no liability for any losses, damages or injuries incurred by a Participant in connection with the Summit, including but not limited to any damage or accidents suffered by the Participant in the Summit premises (hotel, conference venue, etc.). It is the Participant’s responsibility to obtain insurance as may be needed to cover the risks and losses to the Participant. The OECD/ITF has no responsibility for any content disseminated by Participants or third parties at the Summit. 
xviii. The Participant will indemnify and hold harmless the OECD/ITF in respect of any and all costs, claims, losses, damages and expenses which may be incurred or suffered as a result of claims related to the Participant’s misconduct, infringement of intellectual property, or otherwise in relation to the Participant’s attendance at the Summit, including but not limited to any breach of the Terms and Conditions herein. 
xix. Given the OECD/ITF’s status as an international organisation, the parties’ rights and obligations will be governed exclusively by these Terms and Conditions. Nothing in these Terms and Conditions shall be construed as a waiver of the OECD/ITF’s privileges and immunities as an international organisation. 
xx. Any dispute between the Participant and OECD/ITF arising out of or relating to the Summit, which cannot be settled amicably, shall be settled by an arbitrator in accordance with the PCA Arbitration Rules 2012. The arbitral proceedings shall be in English. The place of arbitration shall be Paris (France). The Parties expressly renounce their right to seek the annulment or setting-aside of any award rendered by the arbitral tribunal, or if this renunciation is not legally possible, the Parties expressly agree that if an award rendered by the arbitral tribunal is annulled, the jurisdiction ruling on the annulment proceedings cannot rule on the merits of the case. The dispute will therefore be settled by new arbitral proceedings in accordance with this clause. 

Precedence 
xxi. In case of contradiction or differences between the English version and the translation to any other language of the documents related to the Summit, including these Terms and Conditions, the English version will prevail. In case of contradiction between this document and other documents of the Summit, the Terms and Conditions will prevail. 

Severability
 xxii. If any provision of these Terms and Conditions is found to be invalid or unenforceable, the remaining provisions shall remain in full force and effect. The parties agree to replace any such invalid or unenforceable provision with a valid provision that most closely reflects the original intent of the parties.
