Secretary General

Miguel Caso Florez is a civil engineer and an architect graduated in Spain and France. He also holds a MBA degree. He has initially worked for the private sector on transport and land planning projects and then he has worked at the General Secretariat of PIARC, World Road Association since 2005, serving first and Technical Advisor, then as Technical Director and since March 2026 as Secretary General. Miguel oversaw for over 10 years the technical output of PIARC 25 Technical Committees, which bring together near 2,000 experts from over 80 countries, to produce over 100 publications in a four years cycle. As Secretary General, Miguel is responsible for delivering PIARC’s mission of being the world leading forum for exchange of knowledge on policies and practices on the road infrastructure and transport. As Secretary General, Miguel ensures that PIARC remains relevant and useful to its 128 member countries, accompanying them in facing the challenges and opportunities in the road sector, while setting international initiatives to deliver increased added value to member countries and society. Miguel has developed a worldwide knowledge of best policies and practices in various aspects of roads such as resilience, financing, road safety, economic and social development, public service, new mobility, urban and rural accessibility, climate change adaptation and mitigation, asset management, ITS, etc. Miguel leads the General Secretariat composed of excellent professionals from different countries.
