Deputy Secretary General
Ricardo Treviño Chapa has served as Deputy Secretary General of the World Customs Organization (WCO) since January 2018, following his election by the WCO Council and re-election in 2022. In this role, he has helped drive a significant institutional transformation through the design and implementation of the WCO Strategic Plan, ensuring the continued relevance of the Organization’s mission and vision while sharpening its focus on strategic priorities, core customs functions, and emerging challenges. As a member of the WCO Management team, he contributes to the oversight and coordination of customs policy and standards development, as well as capacity building and technical assistance programmes. Prior to joining the WCO, he was appointed General Administrator of Customs of Mexico in 2015 by the President of Mexico, with Senate ratification. During his tenure, he advanced the digitalization of customs procedures, strengthened cooperation with border agencies and major trading partners, and enhanced the effectiveness of Mexico’s risk alert system through technology and data analytics, improving revenue collection. He also served as WCO Vice-Chair for the Americas and Caribbean, where he coordinated the region’s first Strategic Plan. He holds a finance degree from Tec de Monterrey and a Master’s in Global Banking and International Finance from the University of Birmingham.
