Serhiy Derkach is Deputy Minister for Development of Communities and Territories of Ukraine, responsible for shaping and implementing state policy in road transport, international transport operations, transport safety, border infrastructure, digitalisation of transport services, aviation, and anti-corruption.
His work focuses on reforming international passenger and freight transport, expanding digital solutions such as the eQueue system, aligning Ukrainian legislation with EU standards, and reducing the shadow economy in the sector.
He also coordinates the development of public-private partnership (PPP) projects and is leading the formation of a national PPP portfolio as a key instrument for infrastructure recovery and investment.
Serhiy Derkach is a member of Ukraine’s delegation for EU accession negotiations and actively represents Ukraine on international platforms, including cooperation with the European Commission, the International Transport Forum (ITF), and global partners. He also oversees initiatives on modernising border infrastructure, developing logistics corridors, and integrating Ukraine into the TEN-T network.
