Oskar Kleven is a project manager representing the national transport agencies in Norway, working at the Norwegian Public Roads Administration in Oslo.
He leads the transport agencies’ modelling efforts for both passenger and freight transport, overseeing the development and application of models used to estimate and forecast traffic demand as well as to support cost–benefit analyses. These models are applied across multiple levels, including large-scale urban transport studies, such as those conducted in 2025 in Norway’s four largest cities, and play a central role in the national strategic planning. In particular, they provide a key analytical foundation for the National Transport Plan, which is prepared every four years by the Ministry of Transport.
Oskar Kleven holds a degree from the Royal Institute of Technology in Stockholm. Over the past 25 years, he has worked as a project manager for the transport agencies. Prior to that, he worked on smaller projects, primarily focusing on transport model calculations.
