Dr. Kim currently serves as the President of the Korea Transport Institute (KOTI) and is widely regarded as one of Korea’s foremost experts in traffic operations, signal control, and Intelligent Transportation Systems (ITS). He has devoted much of his academic career to teaching and research at the University of Seoul and Myongji University, while also holding key leadership positions such as President of the Korea Society of Transportation and the Korean ITS Society. His research focuses on traffic operations, travel time reliability, evaluation of Bus Information Systems (BIS), and signal control algorithms based on link travel time data. Dr. Kim has been closely involved in shaping national transportation policy through his work on major government committees, including the National Land Policy Committee under the Ministry of Land, Infrastructure and Transport, the Metropolitan Transportation Committee, and the National Transport Committee. He holds a B.S. and M.S. in Civil Engineering from Seoul National University and earned his Ph.D. in Transportation Engineering from Texas A&M University.
