Otar Nemsadze is a sustainable urban management expert with over 15 years of international experience across government, development cooperation and advisory sectors. His work focuses urban management, climate change, resilient urban systems and strategic urban development, particularly in rapidly growing changing contexts.
He currently serves as an Senior Advisor at Rupprecht Consult (Germany), contributing to major European and international initiatives on sustainable mobility and climate transition, including SUMP Istanbul Stage II, NetZeroCities and others. His work supports cities in strengthening mobility governance, developing implementation frameworks and integrating resilience and decarbonisation into urban systems.
Previously, he worked with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as Technical Advisor to Tbilisi City Hall, where he coordinated mobility reforms and urban transport initiatives within the regional programme “Sustainable Urban Mobility in the South Caucasus.” In this role, he led cooperation between municipal authorities, international financial institutions and development partners.
Earlier roles include Senior Consultant at PricewaterhouseCoopers (PwC), advising on urban infrastructure, mobility strategies and regulatory frameworks, as well as senior leadership positions at Tbilisi City Hall, where he oversaw urban planning policy and the update of the city’s Land Use Plan.
