Secretary-General of the International Transport Forum (ITF) at the OECD, he was elected by transport ministers of ITF member countries in 2017 and confirmed for a second five-year mandate in 2022. Under his leadership, the ITF has expanded from 59 to 69 member countries and strengthened its role as a global platform for dialogue on better transport, with a presence across five continents.
He has reinforced the ITF’s convening role by establishing Regional High-Level Dialogues on Transport in Asia, Latin America and Europe, complementing the ITF Summit, the world’s largest gathering of transport ministers.
Prior to joining the ITF, he held senior positions in the civil service of the Republic of Korea, including Director-General and Deputy Director-General at the Ministry of Land, Infrastructure and Transport (MOLIT). In these roles, he oversaw key policy areas such as autonomous vehicles, greenhouse gas reduction, urban transport, intelligent transport systems and road safety. He also served on the Prime Minister’s Commission on Administrative Reform, the Presidential Committee on Social Inclusion, and at the Korean Embassy in Washington, D.C.
